Zapisnik sa skupa radikala 1886. godine u Nišu - odgovor kralju Milanu

Abstract

Cilj publikovanja zapisnika sa skupa Radikalne stranke 19. februara1 1886. godine u Nišu, jeste da se pruži čvršća izvorna osnova za proučavanje tenzija u politici i društvu Kraljevine Srbije osamdesetih godia 19. veka, koje su se snažno odrazile na mnoge unutrašnje i spoljnopolitičke događaje, ostavljajući pritom snažan pečat na dinastičko pitanje, te na rad i delovanje političkih partija u zemlji. Dokument je posebno značajan za naučno utvrđivanje odnosa ranijih pokušaja vladara da dođe do dogovora s mladom Narodnom radikalnom strankom (1882. i 1883. godine). Pritom se moraju imati u vidu pozicije obe pregovaračke strane i njihovi pogledi na politički dogovor i eventualni kompromis.

The offer of King Milan Obrenović to the Radicals for consensual work in 1886 was the third in a row since the parties were founded in modern-day Serbia in 1881. It was made at a time when peace talks were under way with Bulgaria after the unsuccessful war. Under the instructions of Nikola Pašić from emigration, the radicals assembled in Niš in 1886 told the King in the ultimate tone that they were willing to help him if he put back in force all the political laws suspended on the eve of the Timok rebellion. They also requested a new constitution and introduction of universal suffrage, abolition of the death penalty, organisation of districts as administrative units, extension of the rights of the National Assembly to the legislative initiative, and an exclusive budgetary law. The king did not agree to these conditions. Nevertheless, negotiations gradually continued in other ways, leading to a solution accepted by the moderate wing of the Radical Party in 1888.
