Measures taken by courts to suppress juvenile delinquency
Abstract
The author thinks that juvenile delinquency surpasses legal jurisdiction and that criminal law is only one among other means of struggle against this evil. It is of primary importance to provide other preventive means like work within the family, in school, creation of socially and ethically acceptable models. Being very specific juvenile delinquency should be treated by special courts which should deal with juvenile delinquency only. The judges of these courts should have special education in the field of pedagogy, psychology and other related scientific disciplines. It would likewise be necessary to develop separate substantial and process law regulating in whole the position of a minor in criminal proceedings. This law should be unique for the whole of Yugoslavia. It is necessary to establish institutions for retarded and mentally ill juvenile delinquents. The author intercedes in favor of abolition of temporary arrest as a means of separation of minors (for younger minors). He sugg...ests the formation of special centers or departments for other categories of minors where they would have more human conditions and be subjected to the process of re- socialization aided by expert teams of pedagogues, sociologists and psychologists.
