Revisiting the discourse of Third Serbia: Us vs. Them deconstructed or recomposed?

AB  - The discourse of “two Serbias” is centred around the two (imagined)
political and ideological standpoints and their carrier groups into which
the Serbian public sphere has long been divided, at least according to the
received interpretation. Throughout the 1990s and the beginning of the
21st century, First Serbia was seen as nationalist, authoritarian and primitive
and its Other as civic, cosmopolitan and cultivated. Hence, to talk
about “Two Serbias”, more often than not, was to criticize one or to defend
the other. At one point in time, a new discourse emerged, articulated as an
explicit call to overcome symbolic conflicts and cleavages in society and
dismiss the binary itself – a position that may be called “Third Serbia”.
The advocates of Third Serbia (coming from quite distant positions on the
political spectrum) criticized the established division as artificial, unproductive,
elitist and detached from the genuine concerns and interests of
Serbian society. In late 2012, we published an article exploring the varieties
of this discourse. We sought to examine the strategies of constructing
Third Serbia and the arguments justifying it, as well as their possible
implications. Ten years later, we will revisit the figure of “Third Serbia”,
the discourse that followed it, as well as our previous observations and interpretations.
We will try to reconstruct this discourse as it has unfolded in
the public arena during the past decade, detect if new varieties appeared,
identify its proponents (both old and new) and their ideological backbone
while keeping historical and socio-political contexts in check.

AB  - U ovom radu ispitujemo značenjska i vrednosna pomeranja koja se događaju ispod površinskog kontinuiteta nostalgije prema Jugoslaviji u današnjoj Srbiji. Najpre se na nivou zvaničnog diskursa identifikuje tendencija, od sredine 2010-ih, da se SFRJ rehabilituje kao pozitivna politička referenca, ali uz razvodnjavanje njenih suštinskih obeležja – socijalističkog uređenja i višenacionalnog suživota, isticanjem njenog srpskog elementa, naročito kroz aistorijsku etnifikaciju antifašističke tradicije. Potom se taj proces značenjske rekonstrukcije SFRJ prati na nivou mišljenja običnih mladih ljudi, putem anketnog istraživanja studenata Univerziteta u Beogradu. Rezultati pokazuju značajno prisustvo pozitivnih gledanja na Jugoslaviju, ali uz
takođe zapaženu prihvaćenost nacionalističkih stavova i etničkog čitanja istorije, što ishodi hibridnim i politički-ideološki neukotvljenim stanovištima. Zaključuje se da su se jugonostalgični sentimenti, iako naizgled i dalje dosta rasprostranjeni, u znatnoj meri odvojili od svojih nekadašnjih levičarskih i antinacionalističkih uporišta i da njihove savremene političke
afilijacije, a time i potencijalni delatni efekti, mogu biti veoma neizvesni.

AB  - The aim of this paper is to examine the extent of political disaffection and disengagement of Serbian citizens from a comparative European perspective, as well as to explore the relationships between two phenomena and determine the effects of several potential predictors (structural inequalities, gender, generational differences, urban environment, political awareness and competences, national and European identification, and political discontent) on different aspects of political disaffection and disengagement. In order to do so, we have used European Social Survey data (9th round, 2018), and singled out four different subdimensions of political disaffection and disengagement: assessment of responsiveness of the political system (external political efficacy), institutional trust, assessment of individual interest in politics and capabilities to engage in political processes (internal political efficacy), and the level of actual political engagement (political participation). The aim of the paper is to shed light on different systemic, structural and conjunctural factors that may contribute to shaping political attitudes and patterns of actions in contemporary Serbia and pose several theoretical and research questions that need further investigation.

Politička kompetencija i konsolidacija kapitalizma u Srbiji: analiza (ne)davanja odgovora na stavove o poželjnom politčkom i ekonomskom poretku

AB  - The main aim of this paper is to analyse non-responses (“do not know“ and „no answer“ categories) on a wider set of empirical state- ments measuring different attitudes of Serbia’s citizens (towards mar- ket economy, neoliberal economic policies, democracy, ethnic relations, gender roles, morality issues and respecting the law). Following the post-politics (and/or post-democracy) thesis, we assumed that the share of those who have given any answer to the analysed questions will be higher in the case of attitudes related to the issues embedded in the res- pondents’ immediate experiences or to those issues defined as legitimate within the public sphere (such as perceptions of gender roles or ethnic relations) than in the case of attitudes related to abstract concepts of the functioning of political and/or economic systems. The results of the analysis confirmed the hypothesis: the highest share of non-responses was recorded for questions measuring attitudes on democracy and pre- ferred type of economic regulation.
The second hypothesis has been formulated following Pierre Bourdieu’s research on the social conditions of political dispositions and class distribution of competences. His research focused on the structurally determined possibility of articulating political opinion by using legitimate political language, based on the self-recognized ability and the feeling of being competent to express this opinion publicly. Taking these insights as starting points, we assumed that probability of giving non-responses would be higher for people with lower social background, those who have lesser degrees of education, and/or who have been systematically excluded from political processes based on their place of residence (residents of vil- lages or small towns) or gender (women). Although a descriptive analy- sis confirmed the second hypothesis, more precise, regression models showed that education (the possession of cultural capital) – and not the class position – is by far the strongest and the most consistent predictor of non-responses when controlling all other factors.

The Hybrid Discourse of the Serbian Antibureaucratic Revolution

AB  - This article investigates the discursive logic of the antibureaucratic revolution through discourse analysis of three Serbian dailies: Politika, Borba, and Veernje Novosti. We conceptualize this discursive logic as a "hybrid discourse," employed by Slobodan Miloevi's faction of the political elite and by prominent Serbian press outlets in their discussions and reporting on the diverse Serbian protest movements of the day. The core of the hybrid discourse, as our analysis demonstrates, consisted of the symbolic interweaving of different types of citizens' discontent in order to present them as one single demand for societal "reform" that resonated with the agenda of the Serbian political elite. We argue that the hybrid discourse and the antibureaucratic revolution itself had a structural role related to the crisis of systemic legitimacy in Yugoslavia. The hybrid discourse performed the operation of what we term the "reversing of the symbolic fixing of antagonism between the ordinary actors' discontents and the structurally inevitable reforms," introducing instead the discursive fusion of the two vocabularies.

AB  - U radu se analiziraju stavovi građana Srbije prema Socijalističkoj Federativnoj Republici Jugoslaviji, iskazani u periodu postepene stabilizacije kapitalističkog poretka. Analiza se temelji na podacima prikupljenim 2012. godine na reprezentativnom uzorku stanovništva Srbije, u okviru projekta Instituta za sociološka istraživanja Filozofskog fakulteta Univerziteta u Beogradu. Nalazi istraživanja su pokazali da je u periodu ubrzane transformacije društva pozitivno mišljenje o socijalističkoj Jugoslaviji veoma prisutno među građanima Srbije. Ipak, postoje statistički značajne razlike u stepenu prihvatanja projugoslovenskih stavova među različitim društvenim grupama, pri čemu se kao važni faktori izdvajaju starost, klasno-slojna pripadnost i vrednosne orijentacije ispitanika.
AB  - The paper analyzes the attitudes of Serbian citizens towards the Socialist Federal Republic of Yugoslavia, expressed during the period of gradual stabilization of the capitalist order. The analysis is based on the data collected in 2012 on a representative sample of population in Serbia, within a project of the Institute for Sociological Research of the University of Belgrade - Faculty of Philosophy. Research findings showed that, in the period of accelerated transformation of society, positive opinion about socialist Yugoslavia was very pronounced among Serbian citizens. However, there are statistically significant differences in the level of agreement with pro-Yugoslav attitudes among different social groups, as respondents' age, social class and value orientations are identified as important factors.

Articulation of Resistance in the Discourse of the 1996/97 Serbian Protests: Political Struggle through Culture and Symbolic Geography

AB  - The present article analyzes the discursive articulation of resistance to the regime of Slobodan Milosevic during the civil and student protests in Serbia in the winter of 1996/97. By applying critical discourse analysis to the opposition press of the time, we find that the rhetoric during the protests centered around the notions of civilization and culture. In variations of orientalism, balkanism and "urbocentric exclusivism," the "Us" and "Them" identifications were constructed through mutually interlaced semantic pairs: civilization-backwardness, culture - primitivism, Europe - Balkans/Orient, urbanity - rurality and democracy - communism. By drawing on existing research on the role of symbolic geography and cultural distinctions in the creation of social cleavages in the post-Yugoslav societies, our analysis presents how cultural traits and affiliations, "urbanity" and individual characteristics, such as intelligence, critical ability and sense of humor, were used for the framing of protests, but also as means of political struggle in the protests. A detailed reconstruction of discursive strategies of reporting on the protests allows for a contemporary assessment of the limits of protest politics articulated in this way, and its comparison with a recent wave of mobilization of citizens of Serbia in 2016 and 2017.

Between the Critical and the Engaged: On the Importance of Studying Symbolic Aspects of the Reproduction of Social Order

AB  - Late 20th century developments in social sciences and humanities have placed particular focus on the symbolic aspects of reproduction of social order, stressing the importance of discursive work in the process. It has become widely accepted that discourse is profoundly embedded in society and culture, and hence, closely related also to all forms of power and social inequality. Therefore, it rightfully assumes a central position among the research objects of contemporary social sciences. The aim of this article is to critically examine the impact of the interpretive turn on the study of culture and symbolic registers of society. The analysis focuses on three approaches to the study of discourse, culture and society: critical discourse analysis, Pierre Bourdieu's sociology of culture and Jeffrey Alexander's strong program in cultural sociology. These approaches are further analyzed according to their position within Burawoy's division of sociological labor, particularly between critical and public (engaged) sociology. Finally, the author suggests that engagement in detailed reconstructions of discursive manifestations of power, symbolic struggles and/or discursive codes in a society can provide valuable insight that could open up space for social engagement. However, in order to fully grasp the importance of symbolic aspects for the everyday reproduction of social order, the focus of analysis must also be placed on the role cultural traits and practices (understood as a discursive resources like any other) play in constructing stratificational categories, identities and distinctions, masking the very roots of inequalities that created the perceived cultural differences in the first place.
