AB - The paper analyzes recent activism in the digital sphere by representatives of the new Serbian right, a group of conservative intellectuals with a self-appointed role in what they explicitly call the “culture wars” and particularly engaged in attacks on “gender ideology”. Data gathered from posts, articles, journalistic pieces, and statements in podcasts, in which various aspects of gender and sexuality are tackled will be analyzed using the tools of Civil Sphere Theory. CST seems particularly helpful in this case because these actors and their discourse entertain a multiply ambiguous relation to the idea of “civility”, of which several aspects will be discussed. The first aspect concerns the paradox of “uncivil society”, since the new Serbian right speaks from within civil society and urges civil action in the name of cherished values, but their arguments are based on highly un-civil exclusionary categorizations of whole groups of citizens. The second aspect is that they call for civic, non-institutional, even “guerilla” mobilization of citizens, because state institutions are allegedly colonized by foreign interests and their domestic hirelings, while on the other hand these actors themselves almost always occupy positions of institutionalpower, and their activities often result in institutional change (e.g. changed educational policies). Thirdly, the final irony to be discussed is a curious internationalism of this discourse: while it is obsessively protective of the nation and insists that the Serbian state is held captive to foreign powers, especially the USA, almost all the arguments used are not home-grown but rather copied from this same USA, that is, from the American new right.

Sociologija i književnost - beleške o jednom ambivalentnom srodstvu

Revisiting the discourse of Third Serbia: Us vs. Them deconstructed or recomposed?

AB - The discourse of “two Serbias” is centred around the two (imagined)
political and ideological standpoints and their carrier groups into which
the Serbian public sphere has long been divided, at least according to the
received interpretation. Throughout the 1990s and the beginning of the
21st century, First Serbia was seen as nationalist, authoritarian and primitive
and its Other as civic, cosmopolitan and cultivated. Hence, to talk
about “Two Serbias”, more often than not, was to criticize one or to defend
the other. At one point in time, a new discourse emerged, articulated as an
explicit call to overcome symbolic conflicts and cleavages in society and
dismiss the binary itself – a position that may be called “Third Serbia”.
The advocates of Third Serbia (coming from quite distant positions on the
political spectrum) criticized the established division as artificial, unproductive,
elitist and detached from the genuine concerns and interests of
Serbian society. In late 2012, we published an article exploring the varieties
of this discourse. We sought to examine the strategies of constructing
Third Serbia and the arguments justifying it, as well as their possible
implications. Ten years later, we will revisit the figure of “Third Serbia”,
the discourse that followed it, as well as our previous observations and interpretations.
We will try to reconstruct this discourse as it has unfolded in
the public arena during the past decade, detect if new varieties appeared,
identify its proponents (both old and new) and their ideological backbone
while keeping historical and socio-political contexts in check.

manjinskih zajednica.
potencijalno pozitivnih aspekata nejuridičkog pristupa multikulturalnosti primenjivanog u socijalizmu. Tri takva momenta izdvajamo kao posebno relevantna: a) „dobru meru” normiranosti
pozitivnim zakonodavstvom, b) lokalizaciju umesto centralizacije manjinskih zajednica i
c) prisustvo obuhvatnog nad-identiteta u kojem se svi građani mogu prepoznati
AB - In this paper, we start from the argument that the liberal model of ethnocultural justice,
based on the idea of multicultural citizenship, which was instituted in the successor countries
of the former Yugoslavia twenty years ago, has failed to deliver on its promises: ethnic
distance between citizens of different ethnocultural backgrounds has not been reduced,
integration is still a problem, and group-differentiated rights often turn into instruments of
domination within and between communities. Against this backdrop, we will go beyond the
usual immanent critique of this model and point to valuable experiences of public recognition
of ethnocultural diversity in socialist Yugoslavia. By doing this, we intend, first, to question
the assumption that the liberal-democratic political framework is a necessary precondition
for ethnocultural justice, and second, to open up space for reconsidering some potentially
positive aspects of the non-juridical approach to multiculturalism that was implemented in
actually-existing socialism. We point out three aspects as particularly relevant: a) a „right measure” of juridification, b) localization instead of centralization of minority communities,
and c) availability of an encompassing, overarching identity in which all citizens can recognize
themselves.

Sociology in Serbia. A Fragile Discipline

PY - 2022
UR - http://reff.f.bg.ac.rs/handle/123456789/3872
AB - Provides the first comprehensive historical and critical overview of Serbian Sociology
Examines the question of sociology's autonomy from politics
Provides a lens to examine sociology in a (post)conflict society
This book represents the first comprehensive century-long history of the disciplinary development of sociology in Serbia in English. It provides an overview of the constitution of sociology as an academic discipline during the interwar period, its reinstitutionalization after World War II in entirely new social circumstances marked by establishment of self-management socialism in Yugoslavia, and finally its development during the turbulent postsocialist period. Divided into five chapters, the focus of the book is on the challenges that sociology has faced in order to maintain its institutional position, gain adequate social recognition, and preserve its professional autonomy. Relying on Bourdieu's concept of the academic field and Burawoy's typology of Professional, Critical, Public and Policy sociology, the book seeks to answer the question of how the sociological academic field in Serbia has been constituted, structured and restructured, and in which of these roles sociology has dominantly appeared in different phases of its evolution.

AB - The chapter provides a critical discussion of a range of recent approaches that interrogate the epistemological foundations of social theory in view of inequalities in terms of power and other resources, and which share the assumption that knowledge is a located and dated product of particular social actors. The approaches included are postcolonial and decolonial critique, studies of global academic hierarchies, Southern theory, global scientific field theory, feminism, and intersectionality. Finally, the position of semiperiphery is discussed, following an inspiration found in Marina Blagojević Hughson’s critical remarks.

afilijacije, a time i potencijalni delatni efekti, mogu biti veoma neizvesni.

AB - Using a typology of urban symbolism, the identity of Belgrade is reconstructed on the basis of accounts by a sample of city residents, foreigners and locals, who work in international companies and organizations. The component of behavioral symbolism is found to prevail, referring to the places' atmosphere, mood, spirit, or energy. Next comes material symbolism, particularly in relation to Belgrades' location at the confluence of two rivers, and the Kalemegdan complex overlooking it. All other types of symbolism are much less prominent. Belgrade is described as having a comparatively low global visibility and lacking a readily recognizable landmark. What emerges as a pervasive motif in the different symbolic codes is the attribute of contradiction, and the related qualities of hybridity, liminality, and incompleteness.
AB - U radu se, uz pomoć tipologije urbanih simbola, identitet Beograda
rekonstruiše na osnovu iskaza uzorka njegovih stanovnika (stranaca i građana Srbije)
koji rade u međunarodnim kompanijama i organizacijama. U karakterizacijama
povezani atributi hibridnosti, liminalnosti i nedovršenosti.

The Informative and the Performative in Semi-Structured Interviews: The Example of a Study of Territorial Capital in Serbia

AB - The paper reexamines the semi-structured interview method on the basis of data collected in a study of medium-sized Serbian towns. The analysis of transcripts shows that the analytic quality of data varied depending on the interviewee's position in the local institutional structure, so that in interviews with representatives of political and social institutions role playing (the performative) prevailed over providing information on social reality and attitudes (the informative). This finding is situated in the context of current debates within qualitative methodology which, while illuminating the complex intertwining of different dimensions of the interview (as source of data and interaction situation), fail to recognize fully the problem of performativity and provide solutions. In the final section some undesired epistemological and political implications are discussed of an uncritical application of the semi-structured interview if conceived in an overly antipositivistic fashion and disregarding the institutional and broader social framework within which the research takes place.

Društvena konstrukcija stvarnosti i konstrukcionizam - nesporazum koji to (možda) nije

AB - The paper discusses interpretive contention around the legacy of the Social Construction of Reality. On one hand, the book is regularly considered a founding work in the history of constructionism. On the other, Berger and Luckmann themselves vigorously opposed this view, claiming that constructionism had different theoretical origins and intentions, and was ideologically biased. The paper's conclusion is that their argument is only partially correct since their work and later constructionism share major lines of continuity, identified and analyzed in the closing sections.

The Symbolic Markers of Belgrade’s Transformation: Monuments and Fountains

AB - The aim of this chapter is to examine a number of Belgrade’s freshly
constructed monuments as symbolic markers of the transformation the city has
recently been undergoing. The selection includes statues to Tsar Nicholas II Romanov
and Gavrilo Princip, as well as the fountains at Slavija Square and Topličin
venac. It is argued that by their physical and aesthetic properties, as well as in
how the process of their construction unfolded, these structures embody in a nutshell
the crucial features of the overall urban change in Belgrade lately. These
features may best be described as twin developments of postmodernization and
demodernization. The first refers to an overemphasis on tourism, consumption,
entertainment and “pleasure”, foregrounding visuality and surfaces; as well as to
disposing of previous practices of rational, strategically guided urban development
based on expert opinion and relatively transparent lines of administrative
decision-making. The latter concerns the aesthetic aspect where the legacy of
Serbian/Yugoslav modernism is being discarded and increasingly replaced with
older, more monumental and “literalist” artistic forms of earlier epochs.

AB - In this piece, we develop a more complex picture of the East-West divisions that have characterized much analysis of the region since the crisis began. By examining how differently positioned actors have responded, the migration flows become a heuristic for other important but less visible processes in post-socialist state formation and Euro-integration. We use the complexity of Serbia's reception as an empirical ground to create a new analytic framework that moves beyond over-simplified dichotomies. Doing this allows us to bring seemingly unrelated kinds of political action into the same frame to reveal an emerging trend in citizen and noncitizen political engagement.

Image of the city between consensus and tension: six Serbian cases

AB - Starting from the concept of urban identity, defined as a set of unique features characterizing a city/town that set it apart from others and ensure its continuous recognizability, the paper takes the example of six urban centers in Serbia (Kragujevac, Sabac, Uzice, Novi Pazar, Sombor and Zrenjanin) to examine the degree of consensus or divergence concerning these identities. Three dimensions i.e three kinds of tension that can arise within, or in relation to, the established image of the locality are singled out: 1) Crystallization: is a given urban identity clearly embodied in a single symbol, and how coherent are the meanings of the constituent symbolic elements? 2) Contention: is the city image disputed among various social groups within its population? 3) Comparisons: how do these urban identities relate to other urban centers and their respective identities? The analysis is based on quantitative and qualitative data collected during 2013 and 2014 within the project" Characteristics of Territorial Capital in Serbia" of the Institute for Sociological Research, Faculty of Philosophy, Belgrade.

AB - This paper focuses on language policy and social changes which have taken place in Croatia during and since the 1991-5 war. I first describe the historical background, the war and the nineties being marked by excesses of linguistic purism and prescriptivism, alongside the formation of post-Yugoslav states in which national belonging was key to defining citizenship. ! rough examining the relationship between changing linguistic and social orders, I raise a number of issues for discussion. I argue that the legal framework of minority language rights has consolidated and legitimated a nationalist imaginary, increasing social divisions and reinforcing hierarchies asserted by some nationalists between national categories. For this reason, I suggest that the uncritical endorsement of or promotion of linguistic diversity can be dangerous. Second, in an activist-anthropological vein, I discuss possible reasons why academics trained in the social sciences and humanities have rarely participated in sociolinguistic debates concerning the new Croatian standard. I suggest such discussions could greatly benefit from interventions by social scientists, so as to bring sociolinguistics into contact with other strands of the social sciences and humanities and move away from what I believe to be a problematic policy focus on "identity".

AB - U radu se analiziraju identiteti četiri grada u Srbiji - Kragujevca, Novog Pazara, Šapca i Užica - onako kako ih vide njihovi stanovnici i drugi lokalni akteri.
AB - The paper analyzes the identities of four cities/towns in Serbia: Kragujevac, Novi Pazar, Šabac and Užice, as seen by their inhabitants and other local actors. The identity of a city is defined as a set of unique features ensuring its continuous recognizability and distinguishing it from any other city. The analysis is based on quantitative and qualitative data collected in 2013 within the project 'Characteristics of Territorial Capital in Serbia' of the Institute for Sociological Research, Faculty of Philosophy, Belgrade. The views of citizens are documented by representative survey data (Kragujevac N=379, Novi Pazar N=299, Šabac N=346 and Užice N=322), and those of other actors by semi-structured interviews (Kragujevac N=15, Novi Pazar N=14, Šabac N=12 and Užice N=17).

AB - This paper examines the identities of selected cities (Kragujevac, Novi Pazar, Šabac, and Užice) and the relation of their inhabitants towards them, through a sense of belonging as well as through the perceived degree of satisfaction of one's own needs. Place attachment is discussed, first, within a more general hierarchy of spatial identities (city, region, Serbia, Europe), and second, in terms of its qualitative internal structure, distinguishing the emotional from the pragmatic mode of attachment. City identities are described in terms of their symbolic contents and their distinctness. The analysis is based on an empirical study conducted in 2013 by the Institute for Sociological Research, Faculty of Philosophy in Belgrade, on representative samples in the four cities.

AB - The aim of this article is to bring together quantitative and qualitative methodologies in order to examine, within a broadly Bourdieusian theoretical framework, connections between positions in social space and strategies agents deploy in their everyday life. The data are derived from a study of social structure in today's Serbia, combining survey and interviews with selected respondents. Strategies are conceptualized as a continuum ranging from a more sustained and cumulative, or 'strategic', pole to the unsystematic, ephemeral 'tactical' pole, as suggested by Michel de Certeau. On the basis of interview data, four types of life strategies are identified (individualist reactive, individualist proactive, collectivist reactive, and collectivist proactive). These strategies are presented through their generic practices and the typical habitus of the agents, along with individual portraits as illustrations. In conclusion, some theoretical implications are derived from data analysis, including departures from Bourdieu's model.
