dc.description.abstract	This paper emphasizes two such problems. The first, general one refers to the reduction of the fix risk, while the second and more specific one refers to the construction of a poll network in Yugoslavia today. In the first case, the solution should be found in the identification of the pollers with the center. The second problem should be solved by organizing a unified poll network for all the centers, since none of them is able to form a high-quality network on its own.	en
