Abstract
U ovom radu stručno obrazovanje i obuka sagledani su kao poseban oblik investicije u ljudski kapital. Standardni modeli ljudskog kapitala, međutim, vrlo su restriktivni kada je u pitanju tehnologija razvijanja sposobnosti i veština. Upravo ta tematika, kao i njene implikacije na javne politike, zauzima centralno mesto u radu. Cilj ovog rada je da se sagleda kako tehnologija sticanja sposobnosti i modeli akumulacije ljudskog kapitala mogu unaprediti politike usredsređene na javne investicije u stručno obrazovanje i obuku. Rad sadrži uvodno razmatranje i tri tematske celine. U prvom delu definišu se stručno obrazovanje i obuka u širem kontekstu teorije ljudskog kapitala. Drugi deo je posvećen novim nalazima u vezi sa tehnologijom sticanja sposobnosti i veština. I najzad, u trećem delu se prezentuju implikacije tih nalaza na javne politike kojima se investira u ljudski kapital iz javnih izvora. Upliv države u domen investiranja u obuku koju na tržištu organizuju privredni akteri nije tema... ovog rada.

In this paper investment in vocational education and training is analysed as a special type of investment in human capital. Standard human capital models are very restrictive concerning technology of skill formation. It is this topic, as well as its implications for public policy, that are the focus of our attention. The purpose of this article is to explore how the technology of ability and skills formation and models of human capital accumulation can improve the policies focused on public investment in vocational education and training. The work contains introductory remarks and three thematic sections. In first of them vocational education and training is defined within the wider context of human capital theory. The second section is devoted to recent advances in technology of skills and abilities formation over the lifecycle. Finally, in the third section implications of these findings for human capital public policies are presented. State role in the domain of private investment i...n training within the free market organized by employers is not the subject of this paper.
