On improbable carrots: Serbian citizens between Kosovo* and the elusive EU membership

AB - Membership in the EU is sometimes presented as a reward for Serbia’s eventual
acknowledgement of Kosovo’s independence. Although membership in the EU
has been a strategic goal of Serbian foreign policy, the EU is often perceived as
working against Serbian national interests regarding Kosovo’s status. Relying
on the cognitive dissonance theory, we hypothesize that in addition to a direct
negative association between the support for Serbia’s territorial integrity and
the EU membership, there is also an interactive effect: the association should be
moderated by one’s opinion on when and whether Serbia will become a member of the EU. These hypotheses are examined using public opinion data based
on a large national sample of adult Serbian citizens. The results support the interaction hypothesis: the attitude that Kosovo should remain part of Serbia is a
stronger predictor of the (negative) evaluation of the EU among those respondents who do not believe that Serbia will become an EU member in the future.

AB - When discussing politics and the youth, three conclusions are often taken for granted.
First, that young people are insufficiently interested in politics. Second, that they are
increasingly disengaged from conventional politics. And third, that they have created new
spaces, through new forms and channels of participation, where they can express their views
and interests. Although new forms of youth political participation have been extensively
studied, their association with ideological self-understanding and attitudes towards minorities
is only partially understood. However, increased activism, although normatively desirable, may
be a double-edged sword if it is found disproportionally among youth with a questionable
commitment to democracy and tolerance. The main question this article will try to answer is
“Who is active among young people in Europe?” The analysis is based on the European Social
Survey (ESS) data round IX (2018). Focusing on the participatory practices of young
Europeans, the chapter explores associations of ideological orientations and attitudes related to
minority groups and indicators of social context with different forms of political activism.
Respondents’ more positive attitudes about LGBT rights, as well as liberal attitudes towards
immigrants, are associated with greater participation in almost all forms of political
participation. Democratic political context matters as well. Young people in more
democratically developed countries relatively more often participate in campaigns, activities
of civic society organizations, are politically active online, and boycott products

AB - The COVID-19 pandemic has affected all domains of human life, including the economic and
social fabric of societies. One of the central strategies for managing public health throughout
the pandemic has been through persuasive messaging and collective behaviour change.
To help scholars better understand the social and moral psychology behind public health
behaviour, we present a dataset comprising of 51,404 individuals from 69 countries. This
dataset was collected for the International Collaboration on Social & Moral Psychology of
COVID-19 project (ICSMP COVID-19). This social science survey invited participants around
the world to complete a series of moral and psychological measures and public health
attitudes about COVID-19 during an early phase of the COVID-19 pandemic (between April
and June 2020). The survey included seven broad categories of questions: COVID-19 beliefs
and compliance behaviours; identity and social attitudes; ideology; health and well-being;
moral beliefs and motivation; personality traits; and demographic variables. We report both
raw and cleaned data, along with all survey materials, data visualisations, and psychometric
evaluations of key variables.

abstract = "The COVID-19 pandemic has affected all domains of human life, including the economic and
social fabric of societies.
The survey included seven broad categories of questions: COVID-19 beliefs
and compliance behaviours; identity and social attitudes; ideology; health and well-being;
moral beliefs and motivation; personality traits; and demographic variables. We report both
raw and cleaned data, along with all survey materials, data visualisations, and psychometric
evaluations of key variables.",

AB - Changing collective behaviour and supporting non-pharmaceutical interventions is an
important component in mitigating virus transmission during a pandemic. In a large international collaboration (Study 1, N = 49,968 across 67 countries), we investigated selfreported factors associated with public health behaviours (e.g., spatial distancing and stricter
hygiene) and endorsed public policy interventions (e.g., closing bars and restaurants) during
the early stage of the COVID-19 pandemic (April-May 2020). Respondents who reported
identifying more strongly with their nation consistently reported greater engagement in
public health behaviours and support for public health policies. Results were similar for
representative and non-representative national samples. Study 2 (N = 42 countries) conceptually replicated the central finding using aggregate indices of national identity (obtained
using the World Values Survey) and a measure of actual behaviour change during the
pandemic (obtained from Google mobility reports). Higher levels of national identification
prior to the pandemic predicted lower mobility during the early stage of the pandemic
(r = −0.40). We discuss the potential implications of links between national identity, leadership, and public health for managing COVID-19 and future pandemics.

Tokom
najpoznatiji profesori sociologije, prava, političkih nauka, demografije i metodologije: J.
Goričar, M. Bartoš, Đ. Đorđević, R. Lukić, R. Supek, V. Pavićević i drugi.

Measuring populist ideology: anti-elite orientation and government status

AB - In most contemporary conceptions of populist ideology, anti-elite orientation is considered to
be one of its central components. Consequently, instruments designed to measure populism
include items intended to capture anti-elitism. Such operationalizations may, however, neglect
the interaction with the political status of the relevant actors – that is, parties/leaders. A negative
and critical attitude towards the party or parties in government could reflect a populist antielite orientation but might also simply represent a negative attitude towards a specific party
(which may be affected by pre-existing party identification or a negative government
performance evaluation). Hence, such an indicator of populist ideology would then be
contaminated by unintended content. This paper uses the Comparative Study of Electoral
Systems dataset (with the addition of Serbia) to analyze the average anti-elite scores of parties
in different countries. The overall results suggest that the anti-elite scale also captures the
attitude towards parties in government. The paper discusses the methodological ramifications
of this finding.

AB - At the beginning of 2020, COVID-19 became a global problem. Despite all the efforts to emphasize the relevance of preventive measures, not everyone adhered to them. Thus, learning more about the characteristics determining attitudinal and behavioral responses
to the pandemic is crucial to improving future interventions. In this study, we applied machine learning on the multinational data
collected by the International Collaboration on the Social and Moral Psychology of COVID-19 (N = 51,404) to test the predictive efficacy
of constructs from social, moral, cognitive, and personality psychology, as well as socio-demographic factors, in the attitudinal and behavioral responses to the pandemic. The results point to several valuable insights. Internalized moral identity provided the most consistent predictive contribution—individuals perceiving moral traits as central to their self-concept reported higher adherence to preventive measures. Similar results were found for morality as cooperation, symbolized moral identity, self-control, open-mindedness,
and collective narcissism, while the inverse relationship was evident for the endorsement of conspiracy theories. However, we also
found a non-neglible variability in the explained variance and predictive contributions with respect to macro-level factors such as
the pandemic stage or cultural region. Overall, the results underscore the importance of morality-related and contextual factors in
understanding adherence to public health recommendations during the pandemic

AB - There is growing research evidence that political ideology is an important determinant of complying with the rules and recommendations aimed at fighting the coronavirus. This paper analyses the role of the left-right ideology self-positioning in supporting the government measures in fighting the COVID-19 pandemic and practicing the physical distancing guidelines in Serbia. The study was conducted online on a sample of 656 respondents. Two hierarchical multiple regression models with age, the COVID-19 experience, the perception of risk posed by the coronavirus, and political ideology predicting: (1) policy support and (2) physical distancing were tested. The results show that policy support was predicted by increasing risk perception and the right-leaning ideology. Risk perception predicted physical distancing practices, and so did age and the COVID-19 experience. The results also indicate that the relationship between risk perception and both policy support and physical distancing is moderated by political ideology. Perceiving the ongoing pandemic as a greater threat is related to higher policy support and physical distancing among the right-leaning persons only. They seem especially sensitive to the perceived threat.

Global cultural zones the empirical way: value structure of cultural zones and their relationship with democracy and the communist past

AB - The paper empirically identifies the world’s cultural zones, comprised of the countries with the distinctive patterns of values, and determines their relationship with the country’s communist past and current state of democracy. The analysis is based on the countries’ average values on the two main dimensions of cross-cultural variations: the traditional versus secular-rational and the survival versus self-expression values. The World Values Survey and European Values Study data from 101 countries were used. The K-means method of cluster analysis and the Variance Ration Criterion for determining the final number of clusters were performed. The solution with three clusters appeared as the most appropriate and theoretically meaningful, representing three broad cultural value syndromes. The first value syndrome was defined by low self-expression and high secular-rational values (the zone of secularized authority), the second one by low secular-rational and low self-expression values (the zone of traditional authority), while the third was characterized by high values on both value dimensions (the zone of emancipation). The countries’ cluster membership is highly correlated with the (non-)communist past and the level of socioeconomic development. The countries in three cultural zones significantly differ in terms of the state of democracy: democracy is more fully developed in the countries in the cultural zone of emancipation, and the least developed in the countries with the prevailing traditional authority cultural outlook.

AB - Ideologies are often understood as general principles that connect attitudes towards various political issues into (more or less) coherent belief systems. On the psychological level, ideologies also function as selfcategorizing labels that help placing oneself vis-à-vis political objects, and thereby perform a political orientation function. Yet, doubts have often been expressed about citizens' levels of political interest and sophistication that are deemed necessary for establishing and maintaining the connection between ideological labels and political opinions. This is especially seen as a potential problem in the so-called young democracies. In order to address this problem, the paper analyzes the relationship between ideological self-labeling and political opinion in Serbia. Opinion in question concerns the attitude towards the secession of Kosovo, a southern autonomous province in Serbia.

AB - This article examines the thesis that educational cleavage, operating through an authoritarian-libertarian value dimension, has become one of the most important social cleavages that influence political divisions in contemporary Europe. This model, which is a revision of the standard cleavage model of politics, has been developed and tested in the Western European context. However, the validity of this assumption in different social contexts, such as the Eastern European and the post-communist, has not been tested yet. This article uses data from the fourth wave of the European Values Survey to test the idea that the authoritarian-liberal dimension mediates the influence of education on party orientation in seven Balkan countries and territories. The results show that education and authoritarianism are significantly and negatively correlated in each Balkan country. Yet, there are differences in their political relevance that are dependent on the behavior of the parties themselves and possibly the presence of other major cleavages.

AB - This paper aims at analysing the relationship between positive and negative party identification and political knowledge, as well as their interplay in regard to electoral turnout. The data from the Serbian 2012 post-election public opinion survey on the nationally representative probability-based sample of voting age citizens were used (N = 1568). The data show that political knowledge is significantly and positively correlated both with positive and negative party identification. Citizens who are more knowledgeable and positively identified are also more likely to vote. However, it is shown that the influence of political knowledge on electoral turnout is moderated only by positive party identification. Political knowledge significantly predicts turnout only in the group of citizens without positive party identification. Being negatively identified with a political party does not modify the relationship between political knowledge and turnout. The results are discussed in terms of the Michigan model of party identification and cognitive mobilisation thesis. The roles of affective and cognitive motivation in electoral participation are additionally stressed and debated.

dimenzijama globalizacije. Korišćeni su podaci prikupljeni u Eurobarometar istraživanju, sprovedenog u 32
evropske države i ukupno 30,238 ispitanika.
globalizaciji, u proseku posmatrano, ambivalentna.
sentiment karakteriše Francuze i Grke.
implikacije prikazanih podataka

economic, social and cultural aspects of globalization, based on the Eurobarometer surveys, conducted in

opinions of European citizens towards globalization are, on the average, ambivalent. Opinions on some
political implications of the globalization, such as the necessity of world governance, are the most
favourable, while the economic aspects of globalization are most unfavourably percieved (e.g. protection
from price increase). Measure comprised of ten items probing for different aspects of globalization, as an
operationalization of the general attitude toward globalization, showed prominent between-countries
differences. The most positive attitudes toward globalization is manifested by Swedes and Dutch citizens,
while the anti-globalization sentiment is most prominent among citizens of France and Greece. Attitude
toward globalization is not, howevere, related with the level of country’s global inerconnectedness
(measured by KOF index) or with traditional/secular-rational and survival/self-expression values as
measures of culture.

Nepoverenje u demokratske institucije i podrška nedemokratskim sistemima vladavine: populistički mehanizam

predstavnika i generalno negativan stav prema političkoj eliti. Povezanost takve
orijentacije s potencijalnom podrškom nedemokratskim formama vladavine
političkog sistema i političkih elita. Takođe se pokazalo da u literaturi o
populizmu često navođena veza između nepoverenja u institucije i podrške
nedemokratskim režimima ima slabu empirijsku podršku

Changes in the valuing of autonomy in the ex-communist societies: the role of socio-economic and civic rights development

AB - Autonomy is treated as a major element in a number of value models and often
as a very important feature of the democratic political culture. The aim of this
paper is to analyse the valuing of autonomy in a number of ex-communist and
non-communist European countries, as well as the changes in that regard in the
period between 1999 and 2009 and their main determinants. The data from the
European Values Study and the World Values Study were used and aggregate,
country-level analysis was performed. A total of 38 European countries were
included, which comprised 47.999 respondents for 1999 and 58.155 respondents
for 2009. Autonomy valuing was operationalized via the preference for the
qualities that children should be encouraged to learn at home, opposing support
for independence/determination and religious faith/obedience. The Freedom
House scores and Human Development Index values were used as measures of
civic and political rights and socio-economic development of the countries,
respectively. The results indicate that half of the ex-communist and the majority
of the non-communist European countries show a significant increase in the
autonomy preference over the ten-year period. In the non-communist countries, the autonomy shift is significantly enhanced by the rising level of
socio-economic development. Enhanced guarantees of civil and political rights
and freedoms are, however, the major factors in promoting autonomy in the excommunist societies. The obtained findings are discussed in terms of the
institutional model of political culture, as well as in the context of the main
assumptions of the self-determination theory.

Authoritarianism and cognitive political involvement

AB - This study analyses the linkage between authoritarianism and three indicators that describe one's general cognitive orientation towards the world of politics: political knowledge, general interest in politics, and interest in the election campaign. Individuals high in authoritarianism are hypothesized to be less politically competent and less interested in politics, due to their resistance to adopting new information and to changing the adopted beliefs. This hypothesis is based on the classical description of the authoritarian personality, but it has not been adequately empirically verified yet. The data are taken from a post-election public opinion survey conducted in 2012 after the presidential and parliamentary elections, on a random sample of voting age citizens of Serbia (N = 1568). The results show that authoritarianism and the level of political knowledge are significantly and negatively correlated, even after controlling for the basic socio-demographic variables. The intensity of political interest is not significantly correlated with authoritarianism. Additional comparison of the misinformed and uninformed groups (those who provided incorrect answers, and those who answered "don't know", respectively) did not support the view that authoritarian persons are more inclined to erroneously guess an answer than to simply say "don't know". The study concludes that the association between political knowledge and authoritarianism is based on deeper psychological roots, while the (lack of) association with political interest is likely to be context-dependent.

The meaning of ideological self-description in Serbia

AB - Ideological orientations are typically measured in two
manners: through specific statement-type items or through respondent's selfidentification with ideological labels (e.g., 'conservative'). Attitudinal
structure obtained through factor analysis of individual attitude statements
represents a model of implicit ideological dimensions (for a review see
Todosijević, 2014). However, individuals are not necessarily conscious of
their position in a particular multidimensional ideological space defined in
this manner. Moreover, given the literature questioning political competency
of the mass public (e.g., Converse, 1964, Luskin, 2003), it is likely that one's
76
political views do not necessarily follow the major political-ideological
narratives that define the contemporary political world.
As a result, one's specific substantive political attitudes may be
inconsistent with one's self-image concerning the ideological orientation. For
instance, someone identifying herself as a ‘socialist’ may hold certain
socially conservative and/or in-egalitarian opinions.
In order to investigate this problem, the paper analyzes the relationship
between the basic attitudinal ideological dimensions and respondents' selfidentification with various ideological labels (e.g., identification with the
label 'nationalist'). The analysis is based on survey data collected in Serbia
on a random sample of Belgrade residents.
The results show that most associations follow the pattern expected on
the basis of the existing research literature. However, certain tendencies
seem to be specific for the case in question, or to a broader post-communist
context. For instance, in Serbia self-identification with the label ‘socialist’ is
positively associated with traditionalist and militarist attitudes, while in the
Western Europe, this association would typically be negative.

AB - In the political science literature, party identification is
considered to be one of the main determinants of voting behaviour. In the
classic Michigan model (Campbell et al., 1960), party identification is
described as a sort of psychological affinity towards a political party, a stable
and long-term orientation. It is assumed that party identification is acquired
during the socialization process in the early years of one’s life as a form of
social identity. Changes in party identification are considered to be relatively
rare and caused by some major personal or societal events. Although there is
no one-to-one relationship between party identification and voting, the
probability that a person would vote for the party with which he/she is
identified is highly likely.
However, the standard model of party identification is not without its
shortcomings in terms of comparative relevance. The essentially different
nature of the political process in the two-party in comparison with the multiparty political system is but one example. Many argued that party
identification is not simply a matter of affects, group identification and early
socialization, and also not an unmoved mover as originally proposed. Some
60
scholars argue that party identification is a consequence of cumulative party
performance evaluations (Fiorina, 1981). According to this view, party
identification is a changeable, rational and political orientation; it is not the
standard for political evaluations, but its consequence instead. Others
propose that party identification is related to different aspects of political
self-determination and ideological identification in a more general sense
(Green et al., 2002). People know who they are, where they belong socially,
which groups they (dis)like and which parties those groups support. In such
a way, party identification is an amalgam of cognition and affects, a form of
socially rooted self-identification.

strane, ideološke odrednice levica i desnica predstavljaju i formu političkog
U proksimalnoj

ovom radu se analiziraju osnovne dimenzije ideološke samoidentifikacije u Srbiji.
Prvi deo rada prikazuje rezultate faktorske analize odgovora ispitanika o
tradicionalističko-desničarsku, socijalističko-komunističku i liberalnodemokratsku identifikaciju.
identifikacija predstavlja bitan aspekt političkog samorazumevanja ispitanika i

brojni. Predmet ovog rada je analiza odnosa percepcije L-D ideoloških pozicija
vodećih političkih partija u Srbiji od strane njihovih birača i L-D pozicije
političkih partija izvedene iz njihovih predizbornih dokumenata. Empirijsku
osnovu rada čine podaci prikupljeni u postizbornoj studiji sprovedenoj
relativni odnos procentualne zastupljenosti 13 „levičarkih” i 13 „desničarskih”
kategorija u predizbornom programu; raspon od -1/levo do +1/desno). Rezultati
desnom polu ideološkog kontinuuma (DS=-.26, LDP=-.10, SNS=-.09, DSS=-.10,
SPS=.47, URS=.15). Procene ideološke pozicije partija iz dva izvora nisu
saglasne (rho=-.14, p=.78).
racionalnog modela.
